Аннотация: Огромные экономические ресурсы и растущее политическое значение Европейского союза (ЕС), используемые им в отношениях с другими акторами на основе принципа кондициональности (условности), дают ЕС значительный, но противоречивый потенциал влияния на ход международных конфликтов. Особенности этого потенциала, ярко проявляющиеся в политике ЕС в отношении палестино-израильского конфликта, составляют предмет настоящей статьи. Целью работы стало выявление проблем влияния ЕС на данный конфликт, которое он пытается реализовывать с помощью применения кондициональности. В методологическом плане обращение к этой объемной теме в рамках статьи предполагает детальный анализ характерного и актуального случая (case study) – инициатив ЕС в ходе палестино-израильских переговоров 2013-2014 гг. По его итогам было продемонстрировано, что, несмотря на беспрецедентную смелость инициатив и большой потенциал влияния ЕС, он не смог эффективно использовать кондициональность, чтобы склонить стороны к компромиссу. Как и ранее, он не применял кондициональность последовательно в отношениях с обеими сторонами, тем самым подрывал свое влияние в их глазах и недостаточно учитывал особенности самого конфликта. Полученные результаты могут внести вклад как в понимание политики ЕС на данном направлении (важном, но изученном недостаточно), так и в осмысление его особенностей как международного актора.
