Аннотация: Децентрализация управления, ставшая содержанием и целью административных реформ во многих странах, изменила подходы к отношениям между центром и местным самоуправлением. Современные центр-локальные отношения являются результатом эволюции политико-государственной и социальной системы, отражением базовых ценностей общества. В каждой стране они имеют свою специфику и логику развития.
